Answer: No it bolts directly onto the wire door. It is a bit cumbersome to remove but it is intended for traveling so it's main function is to stay attached during movements for long periods. -

Was this bowl supposed to come with the bolt?
Answer: mine did come with a bolt -

Are we supposed to drill the holes to put the bolts through? I got my 2 buckets today and there are no holes to put the bolts in.
Answer: They should have had a hole drilled so I would say either return it or drill your own hole. But make sure to wash thoroughly as metal fragments can be dangerous to animals.
