Answer: I'm sure you could use it for that type of pulley. But realistically it's not designed for that nor probably would hold the torque. If simply put replace with what was there and if there was no belt in place measure and purchase correct belt -

Answer: Not too sure. When mending the two, a simple flame from a lighter melts it. -

Answer: You just need to take a lighter or other heat source and melt one end and attach it to the other end. It's not hard but does take some practice to make it nice and neat. -
