Answer: They do not have a rubber backing. The pads have absorbent layers but it does not leak through. Not exactly sure what the layers are made of but they keep any accidents contained. I use these for my couch because I have a dog that has accidents but loves the couch. Works great!! -

Answer: If you cut it in half it will be 16x28 you will have to finish off the cut edge. It is well made so you can cut it and not be in trouble.
